In this guide, we explain the employment options for Dependent Pass holders, what’s allowed, and how to go about it legally.



Working in Singapore as a Dependent Pass Holder


Dependent Pass holders are allowed to work in Singapore, but you’ll need to secure official approval first. There are two main routes:


1. Apply for a Work Pass (e.g. Employment Pass or S Pass)


If you’re offered a job in Singapore, your potential employer can apply for a work pass on your behalf (just like they would for any other foreign hire). Once approved, your Dependent Pass will be replaced by your new Employment Pass or S Pass.


  • Suitable for professional or mid-skilled roles

  • Pass is tied to the new employer

  • Subject to MOM's usual eligibility criteria (e.g. salary, qualifications)


2. Apply for a Letter of Consent (LOC) (Only available in limited cases)


As of May 2021, the Letter of Consent (LOC) is now only available for Dependent Pass holders who are:


  • Business owners of a company registered with ACRA

  • Holding at least 30% shareholding

  • Actively managing the business


In this case, you can apply for an LOC to run your business legally in Singapore.

  • Ideal for small business owners or entrepreneurs

  • LOC is valid as long as Dependent Pass remains valid

  • Business must be operational for at least 3 months with proof of activity


Important Note

  • You cannot work in Singapore while on a Dependent Pass without proper approval from the Ministry of Manpower (MOM).

  • Employers must submit the necessary applications on your behalf.
