Strengthening Standards: Expansion of Singapore’s CRS to a Nation-Wide Registry

Singapore’s Building and Construction Authority (BCA) has announced a significant expansion of the Contractors Registration System (CRS), transforming it from a public sector procurement tool into a nation-wide registry for all construction firms. This change, effective 1 June 2025, is a strategic move to uplift industry standards and ensure consistent quality across both public and private sector projects.

What’s Changing in CRS?

Previously, CRS registration was only required for firms involved in public sector projects. With the new directive, all firms hiring foreign construction workers—including those working on private sector projects—must now be registered under CRS. This ensures a level playing field and promotes higher standards across the board.


Updated Entry Requirements

To align with current market conditions and enhance quality assurance, BCA has revised the minimum entry thresholds:

Paid-Up Capital (PUC)

RM10k–RM25k

RM50k for all categories

Trade Record (TR)

RM100k over 3 years

RM300k over 3 years

These changes apply across all workhead categories and are designed to ensure that only financially stable and experienced firms are eligible to participate.


Probationary Registration Pathway

Firms that do not yet meet the full TR requirement may apply for probationary registration, provided they meet the RM50k PUC and other criteria. They will be granted a one-year registration and must demonstrate a RM100k TR within that year to extend their registration. Failure to meet this benchmark will result in deregistration.
